Educational qualifications for various Himachal Pradesh Public Service Commission (HPPSC) Examination-2024 positions
1. Civil Judge:
- Essential Qualification:
- A candidate must be a holder of a degree in law as recognized by the Bar Council of India.
- Candidates must upload their Bachelor’s or Graduation Degree, Detail Marks Certificate / Semester-wise Marks Sheet of Bachelor’s or Graduation Degree, and Degree in Law to the One Time Registration System (OTRS) Portal.
2. Company Secretary:
- Essential Qualifications:
- Graduation in any stream from a recognized University.
- Holding Associate membership of the Institute of Company Secretaries of India (ICSI), New Delhi.
- 2 years of working experience in Government Undertaking / reputed Organization.
3. Deputy Manager (General):
- Essential Qualifications:
- Master of Business Administration with specialization in Human Resource Management from a recognized University.
- 2 years of experience in a relevant discipline in a reputed organization.
4. Medical Officer:
- Essential Qualifications:
- Recognized Medical Qualification included in the first or second Schedule or Part-II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956. The holders of educational qualifications included in Part-II of the third schedule should fulfill the conditions stipulated in sub-section (3) of Section 13 of the Indian Medical Council Act, 1956.
- Completion of compulsory rotating internship.
5. Environment Officer:
- Essential Qualification:
- A Master’s Degree in Environmental Sciences/ Environmental Engineering/Life Sciences / Botany/ Zoology/ Chemistry/ Physics/ Agriculture/ Forestry/ Geology/ Geography from a recognized University or Institution.
6. Peon:
- Essential Qualification: Candidates must have passed the Matriculation Examination from a recognized Board of School Education/Institution.
- Additional Requirements for Peon:
- Candidates must have passed their Middle and Matriculation from a School/Institution located within Himachal Pradesh unless they are Bonafide Himachalis.
- Visually impaired persons over 35 years old competing under the 1% quota are exempt from the educational qualification.

General Selection Procedure (For Most Positions):
The selection process for most positions involves a two-stage process: a written examination (divided into two papers) and a personality test.
- Written Examination:
- Paper-I (Screening Test/Preliminary Exam): This is a computer-based test (CBT) or an offline screening test of one hour duration. It consists of 100 objective-type multiple-choice questions (MCQs) and carries negative marking for incorrect answers. The syllabus for this paper is available on the HPPSC website.
- Paper-II (Descriptive Subject Aptitude Test): The answer sheets of Paper-II are evaluated based on the merit of Paper-I. This means that only candidates who achieve a certain score on Paper-I will have their Paper-II evaluated. The number of answer sheets evaluated for Paper-II depends on the number of positions advertised.
- Personality Test:
- Candidates who qualify in the written examination are called for a personality test, which carries 30 marks. The minimum passing marks for the personality test is 40% (12 marks) for general category candidates and 30% (9 marks) for reserved category candidates. The personality test is conducted at the HPPSC office in Shimla. The final ranking and selection are determined by the combined marks obtained in the Subject Aptitude Test (SAT) (120 marks) and the personality test (30 marks).
Important Notes:
- The number of candidates called for the personality test is usually four eligible candidates for a single post and three eligible candidates for every subsequent post. However, if the number of qualified candidates in a particular category is fewer, then all of them will be called.
- In case of a tie between candidates in the written test, all candidates with the same minimum cut-off marks will be called for the personality test.
- The HPPSC reserves the right to decide the selection method for the advertised positions in exceptional cases.
- The marks obtained by all candidates in the screening/written examination and personality test, including cut-off marks, are uploaded on the HPPSC website.
- The eligibility of candidates is verified based on original documents at the personality test stage. Admission to the examination is purely provisional.
Civil Judge Selection Process:
The selection process for the position of Civil Judge is similar to the general selection procedure described above, with the inclusion of a preliminary examination held at Shimla, Mandi, and Kangra at Dharamshala.
Peon Selection Process:
The selection process for the position of Peon involves a different approach:
- Evaluation/Document Verification: Candidates are shortlisted for evaluation based on their marks in the Matriculation examination. The marks are calculated out of 85, with 15 additional marks awarded for the evaluation of documents. If more than 200 candidates apply, the top 20 times the number of vacancies are shortlisted.
- Final Merit List: A final merit list is prepared based on the marks obtained in educational qualifications and evaluation parameters outlined in the sources.
Important Notes:
- Candidates are only eligible if they passed their Middle and Matriculation from a school/institution located within Himachal Pradesh, unless they are Bonafide Himachalis.

From there, click the “One Time Registration (OTR) for Examinations” link to register and create a profile. New users should click “New Registration“.

Once logged in, candidates will see a list of current job postings on their dashboard. Candidates must apply for a specific job through this portal. The application requires uploading the requisite documents specified in the advertisement.

Before submitting the application, candidates must check the preview of their uploaded documents and agree to the following declaration:
“It is certified that I have checked the preview of all the requisite uploaded documents and I am satisfied that documents are legible, readable and true. That I shall not object to rejection of my candidature based on the sole reasons of uploaded documents being non-readable/ poor quality of scanning.”
After submitting the application, candidates will not have another opportunity to submit any documents.

The application is considered successfully submitted only after the payment of the fee is acknowledged and the money is credited to the account of the Commission. The application fee can be paid online using:

After submission, changes to the application are not permitted, with the exception of category changes.
