Common Eligibility Criteria


  • Bachelor’s Degree from a recognized university in any discipline.
  • Final-year students can apply, provided they can furnish proof of passing the degree examination before the Main Examination.

🎂 Age Limit (as of January 1, 2025)

  • Minimum Age: 21 years
  • Maximum Age: 35 years

Age Relaxation:

  • SC/ST/OBC/Wards of Freedom Fighters of Himachal Pradesh: Up to 5 years
  • Persons with Disabilities (PwD): Up to 5 years
  • Ex-Servicemen: As per government rules

🌐 Nationality

  • Must be a citizen of India.

📝 Number of Attempts

  • No specific limit on the number of attempts, provided the candidate is within the prescribed age limit.

🧾 Additional Notes

  • Candidates must ensure they meet all eligibility criteria before applying.
  • Failure to meet the eligibility conditions will result in disqualification at any stage of the examination.

General Selection Process


1. Preliminary Examination (Screening Test)

  • Purpose: To shortlist candidates for the Main Examination.
  • Structure: Two objective-type papers:

3. Personality Test (Interview)

  • Purpose: To evaluate the candidate’s personality traits, communication skills, and suitability for a career in public service.
  • Marks: 150
  • Key Points:
    • Only candidates who qualify in the Main Examination are called for the Personality Test.
    • Marks obtained are added to the Main Examination marks to determine the final merit.

Final Selection

  • Merit List: Prepared based on the aggregate marks obtained in the Main Examination and the Personality Test.
  • Note: Marks from the Preliminary Examination are not considered in the final merit list.

How to Apply for Application

  2. Register via OTR (One Time Registration)
    Click on the “Apply Online” section and select “One Time Registration for Examinations”.
  3. Complete Registration
    Fill in your personal details, contact information, and educational qualifications.
  4. Login to Your Account
    Use the credentials sent to your registered email and mobile number to log in.
  5. Fill Out the Application Form
    After logging in, select the HPAS 2025 application form. Provide all required details carefully.
  6. Upload Required Documents
    Upload scanned copies of your photograph, signature, and other necessary documents as specified.
  7. Pay the Application Fee
    Pay the fee online using debit/credit card, UPI, or net banking.
  8. Submit the Application
    Review all the information provided, then submit the application.
  9. Save the Confirmation
    Download and print the confirmation page or application form for future reference.
